Breaking new ground in remote site health and safety
We’ve been raising the bar for health and safety for more than 15 years. Witnessing the unique challenges facing the mining and materials sectors in the late 2000s, we identified the need for a new breed of OH&S provider – one built with these remote worksites in mind.
First established in 2008 as WorkSmart Health, Core HS (Core Health & Safety) originally specialised in injury prevention, health & wellbeing, job task analysis and tailored training packages. That same year, we were granted Registered Training Organisation status (RTO 51887). Through the delivery of our integrated services and the quality of our training, it wasn’t long before we built a strong reputation in the industry.
In 2019, we combined the company’s extensive history in preventative healthcare with our new management team’s emergency response & management experience. In 2023, we added Certificate III in Emergency Response and Rescue to our training offering under the banner of ResponseReady, adding to our existing suite of expert-designed training packages: WorkReady, SpineReady, MoveReady and EnergyReady. To date, we have delivered these courses to over 5,000 students all across Australia.
Based in Perth, the owners and management team of Core HS bring with them extensive experience in the delivery of remote security, medical, emergency response, safety, and training services. This deep expertise is what has allowed us to build a truly unique and 360-degree health & safety offering.

Justin Watkins
Co-founder and Director
Justin Watkins has over 30 years of experience in the mining and resources industry, including on-site technical, operational, and training experience. He has dedicated 16 years of his career to injury prevention, emergency response and training services, making him critical to our team. Justin improves business productivity while developing strategies to expand our service offerings to create more value for our clients. He is an adaptable problem solver who welcomes every challenge.
Emma Tobias
Co-founder & Director of Corporate Services
Emma is a natural-born leader. With a Master of Business and a career spanning human resources, financial management and strategic planning, Emma has a winning combination of academic knowledge and real-world experience. Her role is to steer Core HS in the right direction and maintain operational stability. Emma has completed the Company Directors Course at the Australian Institute of Company Directors to hone her entrepreneurial skills and become the best director she can be.
Jesse Francis
Training & Business Development Manager
Jesse Francis manages our training division and supports our on-site personnel. He has 23 years of experience in emergency management in mining environments and brings a wealth of practical experience to Core HS. As an ESO and ER Trainer, Jesse has competed in various national emergency response competitions, even representing Australia internationally. He is extremely passionate about emergency services and sharing everything he knows to ensure remote projects are ready for anything.
Alix Norsworthy
General Manager
With 11 years’ experience in mining and offshore project support, Alix brings a wealth of industry knowledge to Core HS. She has dedicated the past 8 years to the management of onsite health, safety, emergency response and safety services ensuring optimum service delivery Australia wide. In her role as General Manager at Core HS she will be responsible for providing Corporate, Financial and HR/IR support. Alix holds a Graduate Diploma in Strategic Leadership with plans to complete her Australian Institute Company Directors course later in the year.
